俄罗斯社会从20世纪末以来经历了剧烈的变动。这些变动与俄罗斯所选择的发展道路密切相关。俄罗斯20世纪80年代末90年代初以来,选择的是一条以宪政制度的确立与演变为中心,激进经济改革的发展道路,并建立了一个法治化水平不高的社会。2003年底以来,俄罗斯的国内政治形势发生了很大变化。别斯兰人质事件后普京提出一系列政治改革措施,俄罗斯发展道路的调整方向已经从加强法治过渡到建设公民社会。俄罗斯的发展一直存在目标与措施之间的矛盾问题。从长期看,俄罗斯面临八点深层次问题,这也是普京政权今后需要解决的基本方面。

Dramatic changes have taken place in Russia since the end of the 20th century,and these changes were closely related to the chosen path of development in Russia. Since the end Of 1980s and the beginning of the 1990s,the path Russia chose for their development was to establish a constiutional system accompanied by radical economic reform, resulting in a society where the role the constitution played was not regarded as very important. Since the end of the year 2003 great changes took place in Russian politics. The path of development was adjusted from establishing a rule-by-law society to a civil society. The author points out that there have always existed the problems of contradicting objectives and measures in Russia. Among them were Eight problems the Putin administration is facing and will have to solve in the future.
