面向东北亚物流市场竞争合作的港口规划与建设 被引量:6

摘要 本文认为,东北亚各国之间具有较强的资源互补能力,但是各国经济发展不在同一层次上,具有资源空间的互补性不平衡,这就需要通过贸易和运输来实现基于需求空间的资源配置平衡,区域内物流系统的国际合作和协调成为最迫切的需要。文章提出,港口协调是东北亚区域物流合作的重要方面,港口竞争将会成为未来长时期区域内物流竞争的主旋律。中、日、韩三国港口竞争不应该是零和博弈,而应通过港口协调,科学规划区域内国际物流中心的建设,减少盲目投资,制定和采取新的合作竞争战略,实现竞争基础上的和谐发展。为此,一要做好开源工作,要通过加快区域经济一体化进程,实现区域内贸易量快速增长,拉动对港口的需求;二要做好节流工作,即进行成本的控制,要科学规划和建设节点物流系统,提高物流水平分工率,构建具有不同层次和时序关系的集成化物流系统,控制区域内物流成本。 North-Eastern Asian countries can complement each other from the aspect of resources. But, because their development levels are quite different, these complements are unbalanced. The author points out that harbor coordination is one of the most important aspects of north-eastern Asia logistics cooperation. Competition among harbors and redundant construction is becoming serious. The crises of “supply exceeds the demand” emerged in some traditional large harbor. Competition among harbors will exist in logistics for a long period of time. Competition among China, Japan and South Korea should not be zern-sum game. These three countries should set up and adopt new strategy of cooperative competition and realize harmonious development on the basis of competition. We should explore more resources to encourage demand and control cost by scientific planning and construction.
