21世纪是全球经济一体化的世纪．东北亚以其独特的地缘优势和经济 互补优势成为世界经济新的增长点．朝鲜半岛局势的缓和,日俄关系的改善,日韩资 金、技术向亚洲转移以及中国经济的崛起等因素将为东北亚地区经济的发展和地区 合作提供更好的机遇．然而,受到地缘政治、机制问题以及经济发展水平等因素制约, 东北亚经济合作也存在着挑战．我国应抓住东北亚地区国际关系改善和经济复苏的 新机遇,开展与东北亚各国间全方位的经济合作,应对地缘政治、贸易摩擦等方面的 挑战,加强与美国及东北亚国家间的对话与合作,实现东北老工业基地振兴的目标．

Relaxation of the situation of Korea Peninsula, improvement of the Japan - Russia relation, Japan and Korea＇s fund, technology shift to Asia and China emergence factor of economy offer kind opportunity for the thing that cooperate with area in development of the Northeast Asian regional economy. However, receive the factors, such as geopolitics, mechanism question and economic development level etc. to restrict, the challenge exists too in Northeast Asian economic cooperation. Our country should hold the new opportunity of improving of international relations and economic recovery in Northeast Asia district, launch it with omni - directional economic cooperation among countries of Northeast Asia, tackle the challenge in geopolitics, trade friction , etc. Strengthen it with U. S.A. and dialogue and cooperation across boundaries of Northeast Asia, Realize the goal that revitalize in the old industrial base of the Northeast.
