针对目前矿权的取得方式不够规范、矿权流转过程中市场难以起到配置资源的基础作用以及国有地勘单位拥有探矿权的比例在不断下降等问题,文章提出了规范矿权的取得方式、培育和加强矿权市场、维护地勘单位在矿产勘查、开发中的合法权益等建议。

The paper points out the problems ranging from: the acquisition for mining rights does not conform to regular ways;in the process of turnover of mining rights the market is hard to play its basic functions for distributing resources;the proportion of mineral prospecting rights owned by the state-owned geological exploration institutions is continually decreasing.In respond,the paper makes suggestions for resolving these problems so as to maintain the legitimate rights and interests of mineral exploration and exploitation of geological prospecting institutions.
