地勘单位产权制度改革“引”与“退”的几点思考

地勘单位产权制度改革进展缓慢,存在着思想认识、理论指导和实践操作的问题。这些问题都应在改革中逐步解决。地勘单位在产权制度改革上要敢于大胆地引进和大胆地退让,以实现股权多元化。要处理好“引”与“退”的辩证关系,有计划地引进、有计划地退让。根据不同项目、不同领域的具体情况确定参股或控股,以使地勘单位走上所有制多元化之路。

The reform of property order in geological prospecting institutions makes slow progress with some problems concerning knowledge of thinking,guideline of the theory,and practical operation.These problems must be solved gradually with the reform.The paper points out that the geological prospecting institutions should boldly increase stocks of self-employed or private businesses and pulling some of them out of state-owned shares so as to realize the diversification of stock ownership.The dialectical relations should be balanced between 'increasing and pulling out'.Determining either holding or equity share should be in accordance with the concrete conditions of different projects and fields in order to enable geological prospecting institutions to go on the track of the diversification of ownership.
