三北防护林体系建设工程政策研究评述

Reviews and Prospects of the Policy Research on Sanbei Shelterbelt Project

文中从政策方面回顾和分析了三北工程建设20多年来的研究成果。结果表明,有关政策方面的研究带有明显的时代特征,务实性和针对性强,但前瞻性较弱。因此,提升政策研究的高度、改进政策研究手段是未来研究工作者的重要任务。

Through studying the policies on Sanbei Shelterbelt Project, this paper reviewed and analysed the research results on the construction of the project in the past over twenty years. In conclusion, the researches on the policy are obviously timely, pragmatic and focused, but not strongly predictable. Therefore, further opening the prospects of the policy research and improving the methods of the policy research will be the important tasks of the researchers in the future.
