文章就高校办学的特点和规律,明确了公用房的内涵,建立了科学规划、合理配置、定额指标、分类管理、有偿使用的公用房管理新体系,并且在实践中获得较好的成效,最后提出在公用房管理中应处理好行政管理与市场机制、制度执行与实施激励、公用房数量与功能合理性以及压力传递与潜能发挥等四方面的关系。

According to characteristics and regulations of the higher instition, the public affair administration explicited the the concept of the public house, and built the new management system of the public house including the scientific planning, reasonable disposition, quota index, classify management and the compensable use, which has achieved a satisfied result. Then the four relationships of the administrative management and market mechanism, systems executions and incentive mechanism, the quantity and rational function, pressure transmission and the realization of potential, which administrative department should handle corredtly in the management of the public house were probed in the paper.
