中国城市贫困问题研究综述

A Review of Researches in Urban Poverty in China

伴随着经济结构的调整,20世纪末,我国的城市贫困问题日益严重,成为了我国社会经济发展中的一个突出问题,合理解决城市贫困问题是经济发展的内容之一。本文从贫困的定义和度量、我国城市贫困的现状、原因及特点和城市居民最低生活保障制度存在的问题等方面对学者们研究的主要观点进行了梳理。在此基础上,指出解决我国城市贫困问题要强化政府创造就业的能力,关注陷入贫困风险高的群体,重视流动人口对城市贫困的影响,警惕贫困的城市化。

With the adjustment of economic structure, the urban poverty came to be a serious problem at the end of the twentith century. Eliminating the urban poverty is one of the contents of our economic development. This paper provides a review on the studies of poverty measurements, situation of urban poverty, the causes of increased urban poverty and the evaluation of policies for poverty reduction. On these bases, the author points out that, in order to alleviate the urban poverty, we must find the ways to deal with the conflict of supply and demand of employment, pay more attention to the people who has a high risk into poverty, take into account the impact of population flow on urban poverty and alert the urbanization of poverty.
