乡镇企业是农业经济发展的重要支柱产业。随着乡镇企业的发展，“三废”排放量不断上升，对生态环境的破坏日趋严重。本文从乡镇企业“三废”排放现状分析入手，提出以生态经济平衡的观点指导乡镇企业的发展；提议制定乡镇企业发展总体规划和管理条例．用法律和经济的手段管理乡镇企业，向环境保护与经济协调的方向发展。

Small Sale Industry （SSI） is a main support of rural economic development．The large amount of“Threewenste”discharged from SSI disturbed the eco-environment more and more scriously.At first，this paper analyzes theemission of“Three waste”．Then，he raisaq a view of eco-economic balance to guide the SSI s development，and healse suggests to make an entire plan and managing principle，use legal and economic methods to conduct SSI， makingthe economy and environmental protection develop coordinately.
