高职院校二级学院管理模式探讨

Discussion on Management Modes of Second-level Colleges in Higher Vocational Schools

专业二级学院是集行政、教学、应用型科研、生产于一身的二级管理机构,属于实体性行政组织。学校要赋予二级学院部分决策权、理财权和人事建议权以及相对独立的资源配置权,使其责权相称,促进临近专业群相互融合。二级学院院部与下属学部、所应明确各自的职责范围,院部为行政与教学管理的中心,学部、所为科研与教学质量监控中心。在管理中要处理好校级宏观调控与二级学院部分自主办学的关系,同时二级学院领导应确立相对独立的管理意识。

Specialty second-level college, one type of entity administrative organization, is a second-level administrative organization integrating administration, teaching, and applied scientific research and production. Higher vocational schools should grant its second-level colleges decision making powers, financing power, personnel suggesting power and relatively independant power of resource allocation, so as to make second-level colleges have rights proportionable to duties and accelerate integration of related specialty groups. All departments of second-level colleges should know their responsibility range clearly. The college office is the center of administration and teaching, and the learning department is the controlling center of scientific and teaching quality. The relationship between school-level macro-supervision and self-deciding to run colleges must be conducted appropriately. What＇s more, leaders of second-level colleges should set up relatively independant administrative consciousness.
