现行土地制度下农业职业教育困境与对策

On Difficulties of Agricultural Vocational Education under Current Land System and Countermeasures

"农地细化"和富裕农民选择离开农业的趋势,是当前我国农业职业教育陷入困境最重要的经济、社会原因。合理的农地产权和流转是农业职业教育发展的基础。当前,加快破除土地制度,促使农业生产向资本和技术集约方面转变,培育富裕而自信的现代农民阶层,是农业职业教育获得发展的基本条件,政府、教育行政部门、职业学校都应该为此有所作为。

The trends of “farmland refining” and well-to-do farmers stopping taking are the most important economic and social reasons bringing Chinese agricultural vocational education in trouble. Agricultural vocational education is based on the grounds of reasonable farmland property right and its conversion. In addition, fundamental conditions for the development of agricultural vocational education are speeding up renewing farmland systems, accelerating capital-intensive and technology-intensive agricultural production, and cultivating rich and confident peasons. Thus, government, education administrative sectors and vocational schools should take countermeasures.
