On Particularity and Reform of the Government Regulation of Natural Monopoly Branches in China

中国自然垄断部门政府规制在规制背景、主体、目标和任务等方面具有特殊性,为此必须以完善市场经济体制为前提,以健全民间组织参与机制为基础,以引入竞争和股权多元化为重点,以对规制者进行规制为关键来构建规制体制改革。

The government regulation of natural monopoly industries in our country has particularity in such aspects as background, subject, goal and task. We must make the perfection of market economy system as presupposition, make the strengthening of mechanism of participation of non-govemment organizations as the foundation, regard the introduction of the competition and diversifying stock right as focal point, and regard the regulation to the regulating person as the key. Under this condition, the regulation system reform is carried on.
