我国行政区划体制改革的生态分析

A Ecological Analysis of Reform of Administrative Division System in China

随着行政区划体制改革的不断深化,我国的改革战略应当及时地由过去的“孤军深入”调整到“配套推进”战略。从某种意义上讲,当前行政区划体制改革的症结主要不在于自身,而是在于与它紧密相关的各种生态要素,它包括自然、经济、政治、法律、社会、文化、国际等七个环境因素。必须从这些要素的综合考察出发,才能为我国行政区划体制改革实施“配套推进”战略提供理论基础和基本思路。

With the increasingly deepening of the reform of administrative division, the reform strategy of China should tum to the strategy of ＂united advancement＂ from the strategy of ＂isolated advancement＂ immediately. In a sense, the main sticking point of system reform of administrative division recently does not depend on itself but depends on the variety of environmental complication that related with it tightly. Therefore, this article emphatically analyzes some environmental factors： nature, economy, politics, law, society, culture, intemational, etc., to provide theoretical basis and ultimate reason for implementing strategy of reform of administrative division system in China.
