This paper discusses the disadvantages caused by the abuse of the fire administrative punishment and sets up a game model describing the relationship between the police fire organizations and the fire-safety-suspected units. The author puts forward the concept ＂penalty-factor＂ for not improving fire safety measures for the first time and provides its formulation which reveals the relationship between penalty-factor and checking probability, and provides theoretical basis for the police fire organizations to make use of the penalty-factor and dispatch inspection police forces.
