摘要
在克林顿总统的贸易政策指引下制定的“国家出口战略”实施已近两个年头.商务部长布朗在他向国会提出的报告中,大肆宣扬这个出口战略所取得的成效.但是实际情况究竟如何,已成为一个热门话题.本文对克林顿的贸易政策及其出口战略的内容与其实质加以评述,特别对他提出的“新兴大市场”作为美国扩大出口的重点对象提出质疑,认为这种战略难以实现其消除贸易逆差的意愿.
It has been two years since the 'National Export Strategy' was formulated under the di-rection of President Clinton's trade policy. In a report to the U.S. Congress, Secretary of Commerce noisily advocated the achievements of this strategy. Yet how to evaluate the real results has been a popular topic in the heated discussion. This paper analyzes and comments on the content and substance of Clinton's trade policy and his export strategy, expecially querying the validity of his hypothesis of 'a burgeoning big market', which is regarded as a target place to expand U. S. exports. The author considers that it is not likely to have his desire realized for eliminating the trade deficit.
