The paper introduces the structure of Xinjiang livestock industry from half century ago to now. The structuree＇s being is due to long time natural climate and resources ecology condition. It has four characteristics which are weak artificial intervene, local resources feature, selfbreeding and unrational. In 2002 year Changji Livestock work meeting planned the blueprint whiee was to build three livestock industry belts. This would bring livestock industry new energy , also be a action guide . The paper puts forward some countermeasures to come ture the blueprint.
