摘要
本文探讨了流域泥沙资源系统与社会经济、生态环境和水资源系统的相互关系,以及泥沙资源配置的原则、任务和原理。通过系统研究泥沙资源量与水流搬运、生态环境和水资源之间的平衡需求关系,提出了区域承沙能力的概念;给出了流域泥沙资源优化配置的基本方程组。指出流域泥沙优化配置可表达为多目标函数条件极值的求解问题;泥沙资源配置机制包括泥沙运动规律、经济利益(市场经济)、社会环境效益和行政管理及相关政策等。给出了流域泥沙资源优化配置的理论框架,为系统研究流域泥沙资源优化配置奠定了理论基础。
The interrelationships between basin sediment resources and social economy, ecological environment, water resources are investigated and the principles for sediment deployment are analyzed. It is pointed out that the main tasks of deployment include the analysis on the demand of social and economic development, analysis on eco-environmental quality, management of sediment resources, implementation and method for deployment as well as the analysis on the benefit of deployment and how to realize the joint deployment of water resources and sediment. The concept of basin sediment carrying capacity is suggested based on the equilibrium between water resources and water being transported, and the equilibrium between eco-environment and water resources. The basic equation sets for optimization of basin sediment resources deployment are established. The optimization can be expressed by solving the multiple objective functions under the conditions of given limitations. The theoretical framework of optimal sediment deployment include the study on law of sediment transport, maximization of economic benefit, promotion of social environmental benefit and relevant policies.
