根据可持续经营的理念,森林资源在发挥三大效益的过程中,其价值消耗应该得到补偿,提供生态服务是森林资源的重要功能之一,森林生态价值补偿就是解决森林生态功能再生产的价值补偿问题。补偿主体、补偿对象和补偿标准及资金筹措都是建立森林生态价值补偿制度时应予充分考虑的因素。进一步明晰生态公益林产权是进行森林生态效益补偿的前提和基础,促进生态公益林的扩大和恢复是森林生态效益补偿的根本目的,加强森林生态效益补偿基金的监管则是程序层面的保障条件。

According to the idea of sustainable management,in the process of giving full play to its three major benefits,forest resources lose their value which should be compensated for.One of the important functions of forest resources is to provide ecological services.To compensate for the ecological value of forests means to solve the problem of compensating the value for reproducing the ecological functions of forests.When setting up the system for compensating the ecological value of forests,the subject,the object and the standard of compensation and the collection of money as well should be taken into full consideration.Further clarifying the property right of forests is the prerequisite and basis of making compensation for the ecological values of forests.Accelerating the enlargement and restoration of the ecological public good forests is the fundamental purpose of making compensation for the ecological benefits of forests while strengthening the supervision and management over the funds for compensating the ecological benefits of forests is the guarantee in respect of the procedure.
