Cooperation System Between Government and Market──development of Chinese real estate market in the process of economic reformation

政府管理市场的运作，旨在达到社会发展的目标，欲达此目标，必须对市场有充分的理解。而如何操作才能将公共目标与私人利益统一起来，选择合作，将会有助于目标的完成。本文提出一个模型，说明其中的功能关系。此外规划控制、财经政策、土地政策、货币政策和税收政策等，也都可以用来干预市场。在建立有效的合作关系后，就有可能有效地实施有关的公共政策。

The running of managing market by government aims the goal of social development and depends on deep understanding of market itself. The result of selecting coope ation will unite Public goal and private profit to reach that goal. This paper put forward a model to illustrate inner function relationship. Flanning control, financial policy, land policy, monetary policy and tax policy are also the aspects to interrupt market. After setting up cooperation relationship, government will be able to have possibity to carry out relevant public policies efficiently
