当前影响和决定一个城市、一个地区综合竞争力和持续发展能力的因素很多,但文化是基础,文化更关键。先进的文化造就发达的经济,落后的文化只能伴随着贫困的经济。文化是城市之魂,它是城市生存的基础和城市人生活的精神支柱,同时也是城市发展的重要经济增长点。一个城市是否具有竞争力,在一定程度上可以通过其文化资源、文化氛围和文化发展水平来衡量,建设国际化城市必须要以先进的文化作为支撑。

There are many factors which affect and determine the general competitive advantages and sustainable development; however, the culture is the basic and the key one. The advanced culture would lead to developed economy and backward culture would result in poverty. Culture is the spirit of an area and an important element which could promote the economic growth in this area.
