摘要
解放和发展黑龙江的文化生产力必须有文化人才作为支撑。为此,必须认真解决黑龙江文化人才队伍建设中存在的“文化人才流失严重”、“文化人才三多三少”的问题,切实贯彻“用好现有人才,培养后备人才,吸引外来人才”的思路。
