制度是制约贵州城镇化发展的重要因素,原有的制度安排已阻碍了贵州城镇化发展进程,因此必须对影响城镇化发展的制度进行创新。逐步建立起城乡统一的户籍制度和城乡融通的就业制度,并建立健全社会保障制度,彻底解决农民进城的后顾之忧;建立廉洁高效的城镇管理体制和多元化投资体制,实现资源的优化配置;积极探索市场机制作用下的土地流转和置换,促使人口和经济要素向城镇聚集,以制度创新加快贵州城镇化发展。

System is a main factor of restraining the development of urbanization in Guizhou province, the former system arrangement has already blocked the course of the development of urbanization in Guizhou. So we must innovate the system which affects the development of urbanization and build up the united household register system, the employment system between the city and the country, the social safeguard system in order to deal with the farmers＇ worry after they enter the city. Also we must set up the uncorrupted effective management system and diversiform investment system, realize the optimizing deployment of resource and explore the farmland＇ movement and replacement under the effect of market system, moreover promote the population and factors to get together in city, so as to develop the urbanization of Guizhou province.
