指出了传统的科技体制在市场经济条件下暴露出的许多问题,如企业不是科技创新的主体,科研机构分离在企业之外,科技开发与市场需求脱节,技术中介机构作用发挥不够等。提出了解决问题的几种方法:走产学研相结合的科技开发之路;科教兴国,大力发展具有普及化、协调均衡化、目标化、终身化特征的现代教育,为科技创新提供人力资源;规范科技管理,为科技创新提供良好的外部环境。给出了科技创新的具体措施。

The author of this paper pointes out that the traditional scientific and technological system produces a lot of problems under the market economy condition. For example, enterprises are not the principal parts of scientific and technological innovation; scientific research institutions are separated from enterprises; scientific and technological development is divorced from market demands; the function of technological intermediary is not brought into full play. Then, the author comes up with several solutions to these problems. Firstly, we should take the road to the development of science and technology, namely, the integration of production, teaching and research. Secondly, we should attach importance to the revitalization of the nation through science and education and vigorously develop the modern educational system with the characteristics of popularization, coordination and balance, goal - setting and life - long learning so as to provide the human resources for scientific and technological innovation. Finally, we should standardize the management of science and technology and create a favorable external environment for scientific and technological innovation. Meanwhile, the author also suggests some specific measures for the scientific and technological innovation
