论发展中国家如何应对知识产权的国际标准

On Developing Countries' Response to the International Standards of Intellectual Property Right

国际标准是有利于发达国家的。发展中国家要保护本国利益,必须根据本国的具体情况考虑收益成本,制定知识产权政策。在当前的国际架构下,发展中国家应采取以下对策:把其上升到国家经济安全的角度,充分利用TR IPS所提供的灵活性,在双边协议中注意保护本国利益,积极参与国际知识产权会议,建立知识产权的配套制度。

The international standards of intellectual property right are of benefit to developed countries. Therefore, developing countries need to formulate the policies of intellectual property right according to their own national conditions so as to protect their inter- ests. Currently, they should take effective measures to cope with the present situation： putting the national interests in an important place, making good use of the flexibility given by TRIPS, actively participating in the international conferences of intellectual property right, establishing the complete systems for intellectual property right, etc.
