Global Goals for Local Change

千年发展目标中的具体目标11(截止到2020年之前明显改善至少1亿贫民窟居民的生活)提供了一次前所未有的机遇,把城市贫困问题提到了国际发展的议程上. 全球报告可以对各国取得的进展进行相互间的比较,并随着时间的推移使得各国的发展进程在时间上进行前后的对比.

Millennium Development Goal Target 11 provides an unprecedented opportunity to get the issue of urban poverty onto the international development agenda. Global reporting allows direct comparisons of progress to be made between countries and over time. But there has been criticism that these high level goals and targets lack national and local relevance. While the MDGs and other international goals and targets may have been set at the global level, they will only be realized if action is taken to improve the lives of people at the local level. And whilst we need to continue to monitor at the global, regional and national level if we want to see real progress, we need to ensure that local people are involved in setting and monitoring local targets that deliver on their priorities and needs. Only then can these global goals truly address local needs.
