农村信用社产权改革中的思考

The Thinking About Property Rights Reformation of The Rural Credit Cooperatives

农村信用社运行在长期向市场化转型过程中积累起来的不良资产和金融风险已日趋显现,产生了深化农村信用社改革的必要性。改革实践中,以股份合作制、股份制改造等来改进农村信用社的产权结构,但形式上的改制,如没有配套的产权保护机制和与之相关的经济法规,无法达到改善农村信用社治理结构的效果,必须在完善的产权保护机制下,才能建立真正的市场型农村信用社体系。

Bad asset and financial risk are accumulating during the marketing operation of rural credit cooperatives （RCCs） and it have been more and more evident. The important aspect of the RCCs innovation is to clear the system of property right in China. The paper studies the accurate definition and the arrangement of property right system of the RCCs, and points out protect mechanism of property rights and correlative economic rules to improve the RCCs＇ governance and establish the real system of commercial RCCs.
