科技成果转化与应用支出绩效评价——我国的实证分析与政策研究

Evaluation of Expenditure on Inversion and Application of Scientific and Technical Payoffs: An Empirical Study and Policy Proposals in China

一国科技支出的总量及构成是影响科学技术转化为现实生产力、促进高新技术产业化的重要因素,本文在构建科技支出绩效评价指标体系的基础上,重点对我国1997～2003年的各项指标数据进行实证研究和量化评价,以百分制下的指标得分来衡量我国科技成果转化与应用支出的经济性、效率性和有效性及其综合绩效,并以该实证评价结果为依据,进行了改善我国科技成果转化与应用支出绩效的政策研究.

The value and structure of expenditure on STA have an important effect on the realization of productivity from S＆T and the industrialization of high-tech. On the basis of formulating a set of indicators for the performance of expenditure on inversion and application of scientific and technical payoffs, this paper evaluates the performance of China＇s that expenditure（1997-2003） and raises several policy proposals for the government so as to improve the performance of that expenditure.
