摘要
对崂山水库上游饮用水源保护地的生态补偿机制问题进行了探索。根据生态环境资源有偿使用并兼顾效率与公平的原则,提出建立生态经济补偿机制,实行内、外补偿相结合的补偿模式,并提出建立异地开发区的外部补偿方式。
In the course of conservation of drinking water resource, many problems appear, such as occupation problem, food problem, financial problem. Financial problem is rudimentary. Only people in the upper basin can not complete solve. According to the principles of pay use, considering efficiency and fairness, the author puts forward to building economic compensation system and adopting the combination of inner compensation and outer compensation to realize the coordination among the economy, environment and society.
