如何构建一个宽严有度、结构合理、运转高效的服务业管理模式是事关我国未来发展的重要问题之一。在中央与地方关系重构背景下,我国未来服务业管理模式的基本框架为,以高效的政府综合经济部门和自律性的行业组织为主体,在宏观、中观和微观三大层面,依据具体服务行业的特点,构建四大模式:即中央政府主体模式、地方政府主体模式、行业组织主体模式和双主体模式。

Based on central-local relations reconstruction, the future administration mode of service industry in china has taken shape： construct four modes in macro, micro and middle layers, with efficient government economic departments and self-disciplined guilds as major administrators. That is to say, according to respective characteristics of service industry, construct four modes, respectively dominated by central government, local government, guilds and dual main-bodies.
