黄河水土保持生态工程耤河示范区经过6年的建设,取得了明显的示范效果,工程建设管理学习借鉴先进的管理理念,试行了基本建设“三项制度”,在前期管理、组织管理、资金管理、实施监督管理和激励政策、制度创新等方面都进行了积极有效的探索,形成了一整套科学合理且行之有效的管理运行机制。

After 6 years of development, Ji River soil conservation and ecology protection pilot project in Yellow River has achieved prominent results. Learning from advanced management concept and trying out “three systems”, the project had generated valuable experience in early stage management, organizing management, capital management, monitoring management, incentive mechanism and system innovation and formed a scientific and feasible management and operating mechanism.
