淮河流域水资源开发利用存在水资源短缺、供需矛盾突出,节水意识不强、水资源利用效率低,水污染严重、生态与环境恶化等问题。应从规划、管理、节约、保护、调度等方面,对淮河流域水资源合理开发利用制定对策措施。

Water shortage and sharp conflict between water supply and demand are serious problems in Huai River water development and utilization. Besides, weak awareness of water saving. low water use efficiency, serious water pollution and deterioration of ecology and environment are also need to be addressed. We should work out measures on rational development and utilization of Huai River water resources from aspects of planning.management, saving. protection and regulation, etc.
