Complied with the regulation and principle of reform on state-owned assets management system, state-owned assets reform in water sector should classify and identify water management system. The goal of the reform is to achieve integrated water management. To realize this goal, we should establish effective policy supporting system, assessment system, monitoring and incentive mechanism, standardize state-owned assets monitoring and management, maintain and in- crease the value of assets and maximize its social benefits.
