本文首先从公平与效率关系提出预防保健制度设计的经济伦理原则,继而对我国预防保健事业中存在的缺陷进行了反思,最后提出了我国预防保健事业发展的改进建议。

According to the relationship between fairness and efficiency, this article first elucidates the economic ethics principle design within the system of prevention and health care then reviews the defects existing in preventive public health work in China, and finally gives proposals for the improvement and development of preventive public health work.
