摘要 从经济社会与妇女发展的战略性高度看,出生率下降、家庭收入水平不高、消费需求增加、对未来生活的担忧等因素,共同推动着转型期我国女性高工作卷入机制的形成,使女性就业面临着机会不平等、权益得不到保障、人力资本得不到有效开发等问题。就此而言,我国女性就业政策应从以往单一的“减震”功能向“减震”与“开发”并重的方向调整,着眼于对女性的法律保护和人力资本素质的提高,采取有利于发挥女性人力资本特殊性的差异化就业模式。 This paper, from the aspect of behavior analysis, attempts to analyze the motivations and behavior competencies of women who are policy objects. On the one hand, the factors that carry women to labor market impeded the realization of the function of women's employment policy as Vibration Damper. On the other hand, the inferiority of women in labor market has a great negative impact on family to sustaining developments of economic and social life. So, we should also use many-faceted models of supporting employment such as model of family service, model of freelance, model of parttime job and model of life cycle.
