摘要 从保护人类社会与水环境之间的协调出发,以环境风险评价理论为基础,从区域水环境安全风险管理的角度,提出了构建区域水环境安全预警系统的方法。对预警系统运作的基本环节作了具体说明,并以南水北调东线工程为例,介绍了该方法的应用成果。 Under the purpose of protecting the harmony between human society and water environment, a method is proposed in this paper to establish an early warning system framework for regional water environmental safety, based on environment risk assessment theory. It explained the essential steps of the early warning system, and introduced the application of the method, with the example of South-to-North Water Diversion East Line Project.
