推进社会福利社会化是市场经济条件下发展我国社会福利事业的客观要求,也是当前我国政府职能转变的主要方向之一。在当前社会转型过程中,作为推进社会福利社会化的有益尝试,我国民办养老机构在发展中面临着诸多亟待解决的问题,以爱地颐养中心为个案的实证分析,揭示了当今民办养老机构的发展困境,从产权的角度论述了规范政府与非盈利组织之间的关系,提出了正确的角色定位及其与实务的匹配是走出这种困境的关键所在。
