通过对菲律宾卫生系统的分析,指出通过立法形式,证实卫生事业的发展方向和政府在卫生领域的作用,有利于建立公平、可持续和高质量的卫生系统,维护和促进全体人民的健康。贫困医疗救助是政府维护人民健康公平的基本职能。

This paper shows that the orientation of the development of health sector and the role of government in health sector are confirmed by law is benefit to guarantee equitable, sustainable and quality health for all residents, especially the poor, and to lead the quest for excellence in health. Medical Aid is the fundamental function for government to protect people＇s health.
