中国转轨过程中的城市贫困问题研究

A Research on the Problem of Urban Poverty in China's Transition Course

伴随着经济结构的调整,中国的社会阶层日益分化,城市贫困问题成为我国社会经济发展中的一个突出问题。本文对我国城市贫困的规模、特点、形成原因以及城市居民最低生活保障制度等方面存在的问题进行了分析。在此基础上,指出解决我国城市贫困问题要强化政府创造就业的能力,关注陷入贫困风险高的群体,重视流动人口对城市贫困的影响,警惕贫困的城市化。

With the adjustment of Chinese economic structure, Chinese social classes become diversified and urban poverty becomes an outstanding problem in the social and economic development of our country. This paper analyses the scale, characteristics, causes of urban poverty in our country and the problems existing in the lowest life guarantee system for urban citizens, and on the basis of this points out that the government should strengthen its capability to create employment opportunities, pay attention to the groups who are in danger of falling into poverty, value the effect of transient population on urban poverty, and look out for urbanization of poverty.
