Slogan and Appeal or Action and Implementation ——On the Three Basic Guarantees for the Smooth Implementation of the Curriculum Reform in the New Elementary Education

新基础教育课程改革在国内已进入全面实施阶段。任何一项改革,不管其在学理上论证得如何缜密,在政策上规定得如何细致,它都不得不需要一些条件才能付诸实施。就本次课程改革而言,在这些条件中,最基本的莫过于经费投入、配套性措施和政策连续性三个。因而,我们必须认真研究上述三个条件在实施中的现实表征、运作方式及其可能出现的隐患,将其纳入可控之内。

The curriculum reform in the new elementary education has been carried out across the whole country. No matter how carefully thought - out it is in theory, how detailed it is in the formulation of policies, any reform requires some conditions to be implemented, among which are the money investment, compatible measures and continuance of policy in terms of the curriculum reform. Therefore, we should make a careful study of the real representation, operating way and possible problems in the implementation of the above three conditions and bring them under our control.
