网络型公共基础设施产业比较：对电信业的借鉴

A Comparative Research on Public Infi：astructure Industries with Network： Reference for China＇s Telecom Industry

我国电信业改革已经取得了重要进展，成果显著，但仍然存在一些问题，需要继续进行深层次改革。借鉴国际和国内同属于网络型公共基础设施的电力、自来水、煤气和铁路等产业改革和发展经验教训，从经济技术特征、改革路径、发展绩效等角度对这些产业进行比较分析，提出了电信业制度、产权、机制和技术创新等方面的改革建议。

Reform of information industry of China has made important progress and obtained remarkable achievements. However, it still exists many problems requiring in-depth reform. Experiences from abroad, lessons and experiences from domestic public network infrastructure industries such as power, water, gas and railway are worth using for reference. Comparing these industries from the angles of economic and technological features, reform routes and development performance, proposals are put forward which involve reform on telecom system, property right, mechanism and technological innovation etc.
