中国渐进式改革模式的成本是巨大的,突出地表现为由政府行为所导致。地方政府官员的寻租行为、隐蔽其他信息、地方政府间竞争造成的资源配置扭曲、宏观经济失序等负面影响的根本原因在于预算软约束、监督缺位以及经济分权和政府集权的体制。

The cost of China＇s progressive reform is huge, which is mainly caused by government behaviors. As pointed in this article, the fundamental reasons for the twisted resource allocation and macro-economic disorder resulting from rent- seeking behaviors, hiding of other information and competition between local governments are the absence of soft restriction of budgeting and supervision as well as the system of economic decentralization but government power centralization.
