摘要
农业贸易自由化进程如受到全球治理原则和制度的规范,并得到各国政府的支持,就能带来农业的发展和利益的增加。乌拉圭回合农业协议确立了自由贸易的方向,但其原则、制度明显存在缺陷和有失公允;而各国政府对农业领域自由化支持与否,取决于各国参与这一进程能否获利和获利大小,但借关税、补贴等扭曲形成的竞争力差异,破坏了农业利益的公平、合理分配,因而农业贸易自由化缺乏“集体力量”。
Theoretically and practically, the liberalization of agricultural trade can promote the development of agriculture and greatly benefit us if all the governments agree on and give their support that the process of agricultural liberalization should be brought under control by some rules and system. Agreements on agriculture reached in Vruguay Round are obviously defective and unfair although it sets the direction of free trade. Whether or not all the governments will approve of agricultural liberalization will depend on what and how much they can benefit from it. Disparities in competitiveness among countries resulting from tariff and subsidy violate the just and equitable division of benefit from agriculture. So to realize free trade in agriculture wants the collective efforts.
