以人为本是科学发展观的重要内容。在我国宪政实践中,国家权力应在依宪运行的同时,切实体现以 人为本这一科学发展观精神实质,走向人本化的权力运作。

Taking man as basis is one of the important contents of our party scientific development theory and enrich our present constitution. In our constitutionalism, state powers should work by constitution, at the same time, embody the spirit of man as basis, to the power working of man as basis.
