摘要
通过对国有林场人力资本管理现状的调查,按照国有林场可持续经营对人力资本管理的要求,按照人本主义的精神,对国有林场人力资本管理机制进行了设计。提出入力资本管理两大机制(即激励机制和约束机制)设计的六大原则,包括责权利相结合原则、短期激励与长期激励相结合原则、内在激励与外在激励相结合原则、经营业绩评价三结合原则、内部约束与外部约束相结合原则、经济约束和法律约束相结合原则。
After defining the conception of human capital and explaining its importance in sustainable forest management, the management system of human capital on the state-owned forest fanns, including six principles in system of encouraging and inhibiting, have been developed according to the spirit of humanism and the situation and needs in human capital management on the state-owned forest farms. These principles of human capital management system , such as combining management power, responsibility and benefit together, sustainable development, combining economic encourage with spirit encourage, evaluating the marhagement performance by the value of economy, society and ecology, combining inhibition of interior with exterior and combining economic with law inhibition, will help to building the support system of human capital for sustainable mathagement on the stateowned forest farms.
