The measures recommended include strengthening specialty construction to enhance the motive for scientific and technological innovation, constructing innovative science and technology management system to foster a suitable climate for conducting research, emphasizing the cultivation of innovative mentality and capability of senior researchers to build up and perfect the incentive mechanism for innovative talents, consolidating the construction of the platform for scientific and technological innovation to create a good physical environment for the innovation, and establishing a system for popularizing and converting research findings to form the dynamic mechanism of innovation.
