健全机制与制度框架 推动中国区域共同市场的发展

Improving the mochanism and system frame of China to promote the development of regional common market

在中国区域经济协调发展进程中,要不要发展区域共同市场,理论界尚有不同见解,笔者持肯定意见。在中国发展区域共同市场是中国经济发展和市场化进程之必然,也初步具备了形成的条件,关键是把市场引导和政府主导正确地结合起来,按照其生成机理推进它的诞生和发展。这种机理主要表现为三种机制作用:经济区内部专业分工基础上的产业关联机制、现代服务业高速度高质量的流通机制和经济区内地方政府的协调管理机制。

It is very necessary for Chinese economic growth and market economy to develop regional common markets. There are some conditions prepared for these markets to come into being primarily. The pivotal work we should do is to combine the role of market leading with government dominating, and improve its growth according to its formative mechanisms. These mechanisms can be classified three kinds： industrial associating mechanism on the intra-regional specialization and division; the circulating mechanism with high speed and quality in the modern service, and the concerted management mechanism of local government in the economic region.
