联产承包责任制与民族文化的调适

联产承包责任制是我国改革开放以来行之有效的土地管理政策。它符合我国大田农作区的文化传统,所以取得了极大的效益。在西部非大田农作区,特别是西部民族地区实施该政策,在短期内也可收到一定效益,但从可持续发展看,则潜藏着诸多隐患。诸如降低土地资源利用效力,制约民族经济发展,诱发生态环境恶化或激化社会矛盾等。因此,联产承包责任制实施于西部地区须针对不同自然和人文背景作适当调整,与当地民族文化形成合力,才能发挥其最大经济和社会效益。

The responsibility system of joint production and signing contract has been the most effective policy of land management since the time that our country innovated and opened to the world. It accords with the culture and tradition of our country＇s farming cultivation area of large land. So it obtains the most benefit. Yet in the west non farming cultivation area of large land, especially in the area of west nation, practising the policy will get some benefit in a short term, meanwhile from the point of continuable development, it will bring much hidden trouble, such as reducing the effectiveness of using resource of land, restricting the development of national economy, and inducing the worsening of entironment or sharpening the social conflict. Responsibility system of joint production and signing contract must be adjusted properly aiming at the different background of nature and human culture while being implemented in west area, so that it can be combine with the local national culture to get powerful composition of forces in order to exert the most economic and social benefit of it.
