摘要
由于覆盖范围小,社会保障条块分割严重,管理分散,以及社会保险筹资比例高,影响了民营企业职工的社会保障。为此应遵循法制原则、差别原则、适度原则,加强民营企业社会保障建设,采取加快社会保障立法,加大社会保障执法力度,加强宣传,提高参保意识及积极探索切实可行的民营企业职工社会保障管理机制等措施。
The social guarantee of staff and workes in private enterprises is effected bacause covering ranges are small, the article of social guarantee is divided seriously, management isn' t concentrated and the proportion of raising funds of social insurance is high. Thus we should obey legal system rules, difference rules and suitable rules. We also should strengthen the social guarantee construction of private enterprises. The measurement that we should quicken the enforcing the law, strengthen propaganda, raise the consciousness of taking part in social guarantee, and probe the fessible management system for staff and workers is adopted.
