论高校行政权力的监督

On Supervising the Administration of Universities

腐败蔓延到高校的主要原因是权力失控,监督不到位。为此必须依法加强对高校各种权力的规范、监督和制约,建立职责明确的会计监督系统,同时效能监察要落实责任追究,理顺关系,发扬民主,重视司法审查,约束高校行政权力,不断完善监督机制。

Corruption has spread into universities. The main reason is that power isn＇t controlled and supervised properly. We must standard, supervise and restrict all kinds of power of universities. We can build clear and definite accountancy system. Supervision must be implemented and we can find out who is to blame. We must identify different duty of different department, develop democracy, attach importance to judicial examination, restrict the management of universities and perfect supervisory system ceaselessly.
