欠发达地区的"三农"问题是"三农"问题中的难中之难,欠发达地区必须按建设社会主义新农村的要求,深化对比较优势的认识,用国际化、市场化、现代化的思路,扶持大企业、大产业,参与国际、国内合作与竞争,在市场分工中受益,拉动农民增收,农业发展,推进社会主义新农村建设。

Solving “three problems in agriculture” in underdeveloped area is the most difficult task. These areas must take actions based on the requirement of the socialist new agriculture and they should support the large enterprises and industries, anticipating both international and domestic competition and cooperation through analyzing their own advantages, trying to make agriculture globalized , market directed and modernized , and then trying to benefit from the market, making farmers rich in order to develop agriculture and build a new socialist rural area.
